Position Summary
The Bilingual HR Manager reports directly to the Plant Manager and will be responsible for all the plant human resources function of Rockwell American’s Leaf Spring Manufacturing plant in Seagoville, TX. The HR Manager manages plant human resources activities related to employment, training, compensation, employee relations, benefits, Workers’ Compensation, personnel records, and other human resources programs and services. The plant is a 78,000 square foot facility and has approximately 90 non-union employees operating on two shifts.
Primary Duties and Responsibilities:
- Manages implementation of and ongoing compliance to human resources policies and procedures to meet organizational needs and comply with local, state, and federal laws. Monitors state and local laws to ensure ongoing compliance.
- Drafts and recommends approval of policies and procedures to address plant human resources needs that are not covered within the scope of company-wide policies, including but not limited to policies related to state and local laws, hourly attendance and vacation, shift hours and overtime, job bidding and job training.
- Consults plant management regarding human resources issues, company policies, and applicable laws. Seeks guidance and/or approval as needed.
- Maintains satisfactory relations between management and employees, while ensuring protection of company interests and rights. Takes an active role in continually improving the effectiveness of plant’s management and supervision staff as it relates to maintaining satisfactory employee relations.
- Assists in providing effective employee communications.
- Advises management on employee and labor relations issues, including the consistent and effective administration of employee discipline.
- Participates in or leads workforce investigations related to employee complaints and suspected misconduct.
- Assists with union avoidance activities.
- Coordinates the plant’s staffing activities for hourly and salaried positions, including but not limited to recruitment, candidate screening and selection, hiring, and effective onboarding. Ensures the plant’s recruitment and hiring activities are conducted in a manner consistent with company policies.
- Maintains and manages administration of hourly employee compensation systems that are legally compliant, competitive, and aligned with company financial, hiring, and retention goals.
- Coordinates salaried performance management process and merit based pay increases.
- Administers and supports the health & welfare and retirement plans for the plant, including managing the open enrollment process and providing related employee education and support.
- Ensures HR systems and records, including those related to personnel, compensation, and benefits are accurate and are maintained in an organized and legally compliant manner.
- Maintains adherence to effective Workers' Compensation administration practices to assure the company provides timely and appropriate care and rehabilitation for work-related injuries and illnesses, while guarding against fraud and abuse.
- Develops and implements effective and efficient training programs to meet plant goals and employee development needs. Participates in the delivery and administration of some training programs.
- Acts as backup to the company’s Sr. HR Manager, performing assigned duties of the position when needed.
- Performs other tasks or duties as assigned.
Requirements
Requires Bachelors Degree in Business, Human Resource Management, or a comparable discipline and at least 5 years related experience; or an equivalent combination of education and experience. PHR Certification preferred. Requires fluency in Spanish and English. Experience with Microsoft Office Suite (Word, Excel, Outlook), HRIS, preferably ADP. The position requires an extremely perceptive, self-motivated person who is capable of relating to individuals at all levels within the organization. The HR Manager must be sensitive to corporate needs, employee goodwill, and the business needs. The ideal candidate should have previous experience with supporting and leading Change Management and HR Transformation.
